The Special Coordination Service for the implementation of Operational Programmes, belonging to the Directorate General for Development Planning, Regional Policy and Public Investment of the Ministry of Economy, Competitiveness and Shipping, which according to article 2 par. 1 of Law 3614/2007 constitutes the National Coordination Authority, is nominated, apart from other things subject to article 5, par. 4 of the L. 3614/2007 as the managing authority of the Regional Operational Programmes implemented within the National Strategic Reference Framework 2007-2013.

Responsibilities
The special service of the Regional Operational Programmes according to article 6, par. 2 of Law 3614/2007 as defined in the Joint Ministerial Decision 3850/EYS 523/29.01.2008 (FEK 333/Β/29-02-2008) has, among other things, the following responsibilities:

• It coordinates the specialization of the Regional Operational Programmes, it monitors implementation progress of the ROPs, it elaborates and processes the proposals for review and submits them to the respective Monitoring Committee of the programme.
• It cooperates with the Intermediate Managing Authorities for the preparation of the accession criteria to the axes of the Regional Operational Programme.
• It elaborates and processes the reports of the Intermediate Managing Authorities that have to do with the annual and final reports of the Regional Operational Programmes and after their approval from the respective Monitoring Committee, it submits them to the Commission.
• It participates in the annual examination of the Regional Operational Programmes, it organizes their evaluations according to the requirements of the Managing Authority for Strategy, Planning and Evaluation of Development Programmes and it cooperates with the Intermediate Managing Authorities for the exploitation of their conclusions. 
• It coordinates and monitors the compliance to the information and publicity requirements of the ROPs in cooperation with the Intermediate Managing Authorities and according to the directions of the Managing Authority for Strategy, Planning and Evaluation of Development Programmes.
• It suggests regarding the definition of the intermediate managing authorities of the Regional Operational Programme, as well as the elements of the assignment decision, specified in par.  1 of article 4 Law 3614/2007 and any future amendments of the decision.
• It coordinates and supervises the exercise of responsibilities of the Intermediate Managing Authorities and the rest of the Intermediate Managing Entities of the Regional Operational Programmes.
• It ensures that the Certifying Authority receives the necessary information related to the procedures and the verifications for certification purposes. 
• It examines the results of the verifications of the Intermediate Managing Authorities and recommends to the Authority for Institutional Support   the decision making of the necessary measures for the improvement of the Management and Control System.
